I suppose. The technique is essentially applying the intellect to defeat the intellect. To me, that's just an issue of labelling, though, and I'm not too picky.

For me, not necessarily by that technique. I did much more work with it as a 2=9, and much of its core technique resembled the kind of thinking that burst out of me on the magical retirement that disclosed my True will while 2=9. But I didn't really use it directly (pother than some brief review) at the higher grade to which it is primarily assigned.

Did Crowley (or anyone for that matter) ever write a comment on this text? It is a somewhat obscure piece, at least to my knowledge, so if anyone could elaborate that would be of much help.

This instruction is assigned to the 1=10 in A.'.A.'. - I've often thought this was to assist in the Path of Tav, which often seems (from the perspective of the 1=10) as if it were crossing the Abyss! - and also assigned to 7=4 for the task of becoming a Babe of the Abyss.
