For some reason, I always used to interpret this section as referring to wooing the HGA, in some way. I'm not sure why.
When I chew on it now, let it circle around my mind, it seems pretty clear that the Dolphin is Nefesh, "mighty" in all of its raw, vital power, thrashing about in darkness. The "harper of gold" is the HGA, or perhaps the enlightened ego operating on Its behalf, gradually attracting the subconscious mind through successive veils, or ways of relating to the Divine, that it can understand, that it can reach at that stage.

Thank you for sharing, this is an illuminating perspective.
I've always tended to see it as addressing the question of how to teach, to aid in Initiation of others. The basic point, regarding the technique, is: you have to communicate with each person on his/her adequate level (at a given phase), meaning: vibrate at the frequency that person is able to perceive (i.e. no use to show visual art to the blind, etc), and frequency that lifts him/her up, relative to where he/she is at the moment (in the psychology of learning, there's a term "zone of proximal development", which I think addresses the same phenomenon); and this is a process - it happens gradually, step by step.
There are many beautiful subtleties in the exact wording of this whole sequence of verses.
