"Hadit now identifies himself with the Kundalini, the central magical force in man." -Old Comment to Liber Legis, II:22

"I am the secret Serpent coiled about to spring: in my coiling there is joy. If I lift up my head, I and my Nuit are one. If I droop down mine head and shoot forth venom, then is rapture of the earth, and I and the earth are one." -Liber Legis, II:26

It would seem that the sexual drive is an expression of Kundalini, though not the entirely of it: Kundalini would seem to be bigger and more significant than merely being the sexual force.
In light of Liber Legis, II:26, is to be understood that orgasm involves the release of the Kundalini briefly?
And from this should it be presumed that sexual stimulation without orgasmic climax is a means of building the magical energy of Kundalini? Is this an advisable practice?
Therefore is it advisable for the aspirant to refrain from sexual release unless absolutely necessary? Could too frequent 'spending' of the sexual force inhibit the awakening of the Kundalini?
In Gopi Krishna's book he mentions the idea that the reproductive "seed" is used to fuel the awakened Kundalini. Can one conclude from that frequent ejaculation of the semen would inhibit the awakening - or if already awakened, the energy - of the Kundalini?

Yes. The sex force is one expression of that more general energy that is Kundalini. (In simplest terms, it's the primary form Kundalini takes in the Svadisthana chakra).

"And from this should it be presumed that sexual stimulation without orgasmic climax is a means of building the magical energy of Kundalini? Is this an advisable practice?"

To a point. The most important key, I think, is not torepress the force, but simply to not give it expression. Part of not repressing is to feel all the feelings fully rather than try to avoid them. With this line of questioning, I strongly encourage you read (or re-read) Crowley's essay, "Energized Enthusiasm."

"Therefore is it advisable for the aspirant to refrain from sexual release unless absolutely necessary?"

That becomes unnatural and repressive. It's too extreme. I would say to take this on as an intentional practice for a specified period of time, not to exceed 30 days initially.

Think of it this way: If it were as simple as you are stating, then everyone who can't get laid and has their hands in casts would be sublimely enlightened. I haven't noticed this to be true.

"Could too frequent 'spending' of the sexual force inhibit the awakening of the Kundalini?"

Yes, no, sorta, complicated. Again, read "Energized Enthusiasm."

PS - Don't fall into the trap of assuming that "raising Kundalini" is necessarily a desirable end of its own. It does tend to happen quite naturally as one moves on through the work. I can tell you ways to force and accelerate it, but forcing and accelerating it may not be in your best interests. ("I blew my legs off for an ancient gold coin that turned out to be awesomely good foil wrapped chocolate." That sort of thing.)
