I'm hoping this is historically accurate, but, I believe that after Cairo, when Crowley said that Aiwass had contacted him, he immediately contacted Mathers saying that he was now in contact with the Secret-Chiefs. So maybe that means that they are our Higher Selfs, and only contact those who would hear.

At the time, he didn't have a clue Aiwass was his HGA. He understood him simply to be a communicating external entity, one of the Secret Chiefs. (He later, in Magick Without Tears, chararacterized Him as both his HGA and a Secret Chief.

It was clear that this hadn't occurred to AC, and he wasn't asserting it then. He was just making note of the idea.
My opinion is that one doesn't become one immediately on becoming an 8=3 anymore than one necessarily votes on turning 18 or becomes President on turning 35. It is an office. The inner councils do have multiple (let us call them) committees, and not all serve with knowledge of the others (unless need arises).

There are several hidden premises or assumptions in the question which somewhat invalidate the question as asked. Let's just say that there isn't a time after the being reaches such a state where they are not directly acting on behalf of the enlightenment of humanity. (Direct teaching is rare. They are more likely to teach the teachers, to govern those who govern, etc.)

No one what would meaningfully be called a Secret Chief is dissociated from humanity and very real work and contribution here and now.
But you have also answered your first question above, at least in part: Yes, there is growth that moves outside the framework of any level of life known by humanity on this planet, and there are those who go that way. They are not Secret Chiefs.

It occurred to me that some quotes from the article (letter) on "Secret Chiefs" in Magick Without Tears might further this explanation - now that I have chance to access it.

This is synchronous, for in the last few days I was thinking how funny it would be to have a ridiculous band named "The Secret Chiefs"! Perhaps in the vein of Redbone..."Power! Heya heya hey ho!"
But seriously now, I thought it was on this AA's related material that it said something like "There has not been a Universal Adept of AA since Crowley...", but cannot find where I saw it. Anyway, I thought that summed it up pretty well. That is, that devout people may attain above the abyss in this Life, but the depth or particularity of attainment is incarnation specific. We can agree that Crowley was particularly blessed among the universe to have the True Will of manifesting Liber Legis. Perhaps he incurred some great good karma in past lifes; we all of us can only try do good and perform at our top level no matter who we are. Honestly I think the ecstasy and rapture of earth is so great dwelling on the fact that "it wasn't me that received Liber Legis" or some other jealousy is really just not being in the moment, or enjoying one's own self.
I think Crowley qualifies as being a Secret Chief. One could say that everyone attained to above the abyss are "secret chiefs" in that they have melded their individualities into Nuit. There are still distinctions in Wills, as Crowley's case above.
So logically the next "Universal Adept of AA" or "A REALLY Secret Chief" lol, or whatever the description will be the magickal child as prophecied in Liber Legis.
At the beginning of the transmission of Liber Legis, Rose said that "It is all about the Child", which I think is overlooked a bit. I think this doctrine may be a recurrent incarnation doctrine, that once an aeon a prophet incarnates and receives the Law, and a King or Child incarnates to ensure proper Rule of Earth. Thus in my view the AA is at once the true government and Initiatory body, rank based upon sacred incarnation and attainment, a "ladder of souls".
(I liked Jim's Obama-nation speculation, thought it funny, and will further it by predicting he is in for 8 years, as 2008+8 = 2016, and 16 = 7+1+8!)
Here are some speculations about this Child:
*It is a He per the underlined "he shall behold them".
*By force of his Truth, all present AA bodies should unite under him (or do so before he surfaces in preparation).
*I think Nema's Liber P.P. prophecied him also, and that he was born near Cincinnati, Ohio around the time it was received. The "Preshadowing of a Feather" was indicative of an incarnation of immense Truth.
*Having 2 books prophecy one individual is unprecedented in history. He is "Maitreya" that all the world's religions prophecy. This because I see Thelema as the aeonic tantra or "Book of Law" for this aeon; thus all existing religions have been absorbed into it, or superceded by it.
*Seeing that Liber Legis is the aeonic tantra, this Child is by nature and hopefully attainment justified to be the Supreme King of Earth, and all the world's governemnts and religions should yield and unite to Him. Thus I eventually see the Tree of Life based AA system as becoming the One World Order in essence.
*I believe the founding Freemasons of America intuited that if "you build the temple aright, he will come" and did magickally seek to incarnate the next aeonic child, via its law of liberty and sacred symbolism (such as the rising eagle).
That's pretty much it. To me "Secret Chiefs" means simply the spiritual hierarchy of all reality. I myself worship Nuit in the highest; it isn't healthy or pertinent to dwell on "who is my master?", as we are all sacred embodiments of Her. One's Devotions should be directed toward the Infinite. The Child could be "worshipped" and appreciated as a beautiful, special embodiment of the infinite or Nuit (reservedly), but it would be a harmful practice to worship him as a separate individual.
The AA will not rule with an iron fist, in an enlightened society government is not foremost. It is a "Do what thou wilt shall be the whole of the law" vibe. Attainment, ecstasy, and pure fun; high art, magick, etc. is the preoccupation. One does one's assigned Work willingly, which is not harsh or unfair, for one loves and respects the Order (respect for government and the nobleness of humanity is lacking right now, deservedly). This is possible on Earth now.
Thus to recap and re-emphasize Rose saying "It is all about the child", I think it will be Crowley's magickal child whose Work will stimulate the unity into One World Order, and begin to enjoy the harmonious Eden on Earth in this Aeon of Aquarius. This is because the indubitable solution to those cyphers will "prove God" as it were, that the communicating Intelligences were Divine by knowing precisely how the exact future unfolds. This will be the proof to the sceptics that the Law of Thelema is True, beyond its excellence philosophically.
Lastly, my present advice would be to begin to unite all the Thelemic bodies into one and begin to prepare for this World Unity. A lot of Work can be done now without the public coming forth of the magickal child, such as the continued perfection, expansion and streamlining of the Tree of Life based AA system, for which I thank Jim and Co. for re-offering in a concise form presently. The O.T.O. should just dissolve, too much schism has occured to see it as magickal. Being a 2 = 9 in the AA is preferable to a blank 9 = 2 in the O.T.O...; I don't see a use for the exoteric system. With the AA being the one governing/initiating body, there will need to be probably many changes to Crowley's AA system, such as its secrecy (knowing only your immediate superior, etc.) I would prefer a clear light of day approach where the AA Body is the government. Yes I am condoning a One World Spirituality based government as the Real Solution to all world problems.
I raised an interesting perspective on Thelema here, what are your views about how Thelema, the AA, and the magickal child are destined to change the World?

I believe this is the quote you are seeking, from helema.org/aa/index.html

This (as the context makes clear, I think) refers to human governing officers, not Secret Chiefs.

Very close to the end of his life, it was a novel thought to him that he might be. This doesn't mean he wasn't (I lean the direction you lean on this); but I'm trying to put in perspective your opinion and mine on the matter compared to his own. He just didn't know. (How's that for a secret!)

Crowley's discussion in MWT limited this to at least Magi, the M.T. attainment not being sufficient.

As to HGA=Higher self. Not an accurate description. The HGA isn't the higher self anymore than "I am". The HGA works to help one attain to the higher self, or True Will. True Will=High self. The Abyss working isn't so much about giving up the Ego in the sense we think but more like losing everything we think of that we use to identify ourselves such as our HGA and when everything is taken from us we are recreated as our Higher Self in the City of Pyramids.

I cant help but disagree. The HGA is your higher self but its also your lower self, its rather more like your 'total self' or 'full self.' Its not some voice in the back of your head guiding you I dont think otherwise we are no different than X-tians with their Holy Spirit. If the HGA is simply a guide, what is K&C? Why link it to Atmadarshana?

If by unite you mean stop the petty fights, I agree.
I think the first step is to acknowledge the fact the we all are thelemites regardless. No "Universal Head" for all thelemites is necessary in my opinion.
All groups have to keep their own individual flavor.
It's like an orchestra. You don't ask the flutes to sound like the trumpets or drums. You need the various very distinct sounds. -

There are different levels. Some (that I think are primarily the agents of a deeper group) are like Amalantrah etc. Some are of a quite different sort.
