If (s your post suggests) by "thelema" you mean "Temple of Thelema" spoecifically - yes, there are provisions which sometimes make it possible for a person at a distance to be a member. In fact, we have one member whose primary residence is in Mexico City.
However, one has to appear in person to be iniitiated and for subsequent formal advancement steps, and is expected to attend at least once or twice a year (every case is a little different).

Temples and Pronaoi currently exist in the United States and Canada. Membership is acquired only by initiation. Inability to physically attend, at least on a limited basis, would preclude initiation.
