Technically, it doesn't say anything is untrue beyond 7=4. It just says that it "is true up to the grade of Adeptus Exemptus."
Those are quite different statements.
However... having said that... I think V.V.V.V.V.'s note was meant to be read as you seem to have read it. I can only give my personal opinion on this, which is that the story told in the 22 verses of Liber 231 portrays the sort of projection that is shed its hold in the Abyss.
This is a critical distinction for a Class A document (but wouldn't have been a necessary observation if that had been a Class B or, better yet, Class C document). Class A documents are Neshamah-level expressions, and Liber 231 is the only document in this class that is distinguished with this particular kind of annotation.
