I know little about this wonderful liber and it would be helpful to have some background especially the part that says "The Probationer should learn by heart the chapter corresponding to the Zodiacal Sign that was rising at his birth; or, if this be unknown, the chapter "The Twelvefold Unification of God."

What do you mean by "background." Do you have a specific question?
The history is pretty simple:
Fuller wrote it. Fuller was an enormous resource to The Equinox at the time and was a close friend of Cecil Jones, and served as the first A.'.A.'. Cancellarius though only a Probationer.
Crowley thought it overblown, wordy, poetically catastrophic (I'm going from memory just to give an impression - I don't remember the exact adjectives he used, so I'm making them up from my recollection of his general tone). Nonetheless, Fuller's loyalty was important to the whole enterprise, so it got published.
I don't know any backstory on the preliminary paragraph: possibly just plugging on something to give readers some idea of what to do with it. There is no requirement that Probationers do anything particular with it.
It provided some ready text to plug in for the Rites of Eleusis (which Fuller was in on planning).
Jane Wolfe, during her Zelator period, found it deeply inspiring by sitting and reading the passages aloud over and over again. Despite my own general boredom with it, I did find that, when a Zelator, the same technique provided something of the same effect for a while.

No, you answered my question. I was intrigued by it and wanted to know more. I find some parts of the poems inspiring but I was mostly curious about it, especially the requirement for probationers posted at the beginning.
