Thelema is all about how to accomplish True Will. It doesn't tell you what that Will should be. For me, the quest for a Thelemic utopia is kind of like saying, "What do you think a society's True Will should be?" And just as there are different individuals and different True Wills, I think nations have to discover their own.
The analogy:
Thelema is to Thelemic Utopia as Electronics is to the ideal electronic device.
So, from my perspective, you might as well drop the word "Thelemic" and just ask "What is your ideal utopia" and prepare for the myriad bellybutton and butthole answers. lol
