    11. Nor is it fitting for the cobbler to prate of the Royal matter. O cobbler! mend me this shoe, that I may walk. O king! if I be thy son, let us speak of the Embassy to the King thy Brother.

Everything has its place and role. The different parts of our consciousness have their role - whether subconscious, ego-conscious, or the super-conscious. The different parts of our bodies have their roles - feet, hands, heart, brain, etc.

The cobbler mends shoes. The cobbler doesn't discuss treaties with neighboring Kingdoms. So it is with parts of our own consciousness. The King, Kether, is petitioned by the Son, Tifereth, to speak with another King - his Brother. This one I'm not really putting together in my mind. An embassy is home for a representative of a foreign state and we are working with duality in manifestation in the previous verses so I can make some sense of it. However, it isn't flowing fluidly for me in my initial thoughts.
