i don't understand how Regardie claims that evocation (Goetic) is only safe/applicable after we have united with our HGA yet Crowley recommended that evocation is applicable for the 4=7 grade (in his A'A' system).

I dunno. Where did Regardie claim that?
Someone who is 4=7 has surely long had significant dealings with the HGA. The warning in Liber Astarte about not confusing the assigned bhakti practices with that of invoking the Angel are generally necessary because it would be way too easy to fall into it otherwise. But "united with" wouldn't describe the typical 4=7.

For one, you're not dealing with the goetic catalogue of spirits. For another, you have the clearest and best constructed hierarchical relationship in any form of magick.

page 292 Tree of Life; ""they....(books) deal with ..Evocation ...i wish to warn the reader .that the procedure laid down by Abramelin is the best. First there should be the Knowledge And Conversation of HGA, and *then * the Evocations" however i just noticed later on he says (page 295) that others who have not attained KACO HGA could benefit from Goetic evocation if aspirations are correct (i.e. as a pyramid base to help with the HGA attainment)

On the contrary, I don't think he confused them at all. Read My Rosicrucian Adventure where he understands quite fully the relationship of the G.D. structure to the A.'.A.'. structure (particularly in his observation that the entry into the Second Order was really an entry into Yesod, not yet Tiphereth).
But, yes, that's why I wanted to know where he said this and what exactly he said. I can easily see him saying that one should be a (Golden Dawn) 5=6 first - a stage that he fully understood was roughly the bridge from 1=10 to 2=9 in the A.'.A.'. sense. It was the words "united with our HGA" about which I am skeptical.

Tree of Life was a very early Regardie work. For example, it preceded his G.D. initiaiton, though it came after his stretch as Crowley's secretary. He took many opportunities, in conversation with me, to denounce the book (though mostly it's Waite-like writing style which he called "youthful pomposity," and just the overburdening of the whole. I took most opportunities to disagree with him about the book's worth, being rather fond of it myself. Some of it is quite brilliant.
Even in his youth, there are nuances in this passage. The key words are, "the procedure laid down by Abramelin is the best." This doesn't mean it's the only way, or a required way, just that he then thought it the best. The next sentence simply summarizes something about the Abramelin approach.
