I'm not familiar with either edition, but a little research on Amazon shows...
Skinner's is a new edition of something or other based on new translation from a preferred manuscript. I'm guessing that this is what is commonly called "The Greater Key," but that's only from reading between the lines of the ad. (Ah, one of the reviewers clarifies that this is Clavicula Salomonis - the work which Mathers previously translated. So yes, it's what's usually called "The Greater Key.")
Peterson's book is a new translation of "The Lesser Key of Solomon" (so-called); that is, The Goetia. Unlike earlier editions, it appears to combine the other portions usually not included (IIRC there are five main sections).
The difference is... these are entirely different books having no real relationship to each other beyond Medieval origins and the fact that they deal with magick. The former is a classic of planetary magick primarily, and the latter is a classic catalog of summoning a set of 72 spirits by various sadistic means.
