Liber VII - Liber Liberi vel Lapidis Lazuli, with commentary by Aleister Crowley (and supplemental notes and explanations), is now available as a free digital download from College of Thelema.

An earlier edition of this was available back in the '90s, but has long been out of print. This edition should fill a need.
