It's always far easier to have this sort of thing going in the urban coastal areas than in the central and southern areas. That's a cultural (including religious) issue more than anything else.
To start a Pronaos or Temple, we need members in the area. Members first, body second.
One way to accomplish this is for established members at one location to mvoe there.
Another way to accomplish this for for someone from those locations to apply for membership in an existing Temple, and travel two or three times a year to that location for degree work and general participation. The interview process is harder because we have less chance to get to know someone. The membership process is harder because the person has the expense and effort of travel and doesn't have the ongoing meetings and supplemental training opportunities they provide, or the on-hand support of the rest of his or her Temple. However, this occasionally works. - After they have some seniority, they could start attracting at least half a dozen people in their area that are interested and, if they are approved for membership, we schedule senior members descending upon the location to get this started.
Another approach which is much more liberal is to start an Aspirants to Light lodge ( <!-- w --><a class="postlink" href="http://www.aspirantstolight.org">www.aspirantstolight.org</a><!-- w --> ) This three-degree optional preliminary system has really remarkable rituals, and gives people the chance to get used to group work, pass through ceremonial admittance and advancement, optionally take up some of the same type of work they'd be doing in the Temple, etc. It's a different system, but highly compatible. - How this approach works: First, screening is much simpler and relatively automatic. The person would only have to show up for the occasions of degree admittance (three times), but would be expected to stay in touch. This would take a minimum of about 12-24 months to cover these degrees, during which time we'd hopefully get to know the individual pretty well. After certain steps as a III°, it would only take finding two other interested parties for us to set an A.L. lodge in motion in an area, and the initial demands would be much less than those on a T.'.O.'.T.'. Temple. - If interest and participation (meaning, a sufficient number of people both interested and demonstrating a willingness to meet and work together, actually do personal work, etc.), then this could bridge into the establishment of a T.'.O.'.T.'. body. In the meantime, much that people are seeking would already be available to them.

I've decided it's in the Order's best interest to publish the following, which historically has been private. It's just a bunch of definitions we use.
PRONAOS
A Pronaos of Temple of Thelema is an organized body of six or more members who are:
(a) moving toward the probable formation of a Temple;
(b) meeting periodically to practice the Convocation Ritual and other official rituals of the Order;
(c) acquiring the equipment necessary for full Temple work; and
(d) authorized by the head of the Order to act as a Pronaos.Each member of a Pronaos must be either an Active or At-Large member of a duly warranted Temple. - In brief, a Pronaos is an organized, authorized group of Order initiates who are moving toward becoming a Temple by progressively doing what a Temple does.
TEMPLE
Membership of each Temple is limited to 31 Active First Order members. To establish a new Temple, there shall be a minimum of seven duly initiated members able to meet together. (Membership in a warranted Temple of the Order is the basis of membership in the Order.) -

Some of them do at different times. I suggest contacting the local group, asking to be on their mailing list etc., inquiring about what's coming up.
For example, I was in Toronto a few months ago and we had a major public event. I don't think that the Toronto Pronaos is doing much outreach right now, but it's good to get on their list if you're interested.
