It was received under obligation and has never been disclosed in public. In order to keep people from making mistakes, I'm permitted to say that the Names have nothing to do with the quarters per se, but with sequence. (Sorry, that's it.)
If you mean the archangels, then yes, they are Briatic, and are linked through the elements to the quarters.

No, none. They're on different bases. (There is one concidence, since YHVH is a Name of Air, and is used in the East - but that's really a coincidence.)
