This has been taken, usually, to mean that the 65 pages of the original ms. of Liber Legis are to be so arranged. However, I'm pretty sure this is not what it means.
The “sheets” are not of Liber Legis — Sepher TORA — but of Nuit’s book, Sepher TARO or ROTA (see I:57). The “sheets” are the individual pages or trumps of the Tarot. The correct arrangement is given in Liber Tav, all laid out. This is a tremendously important format for the study of the Hebrew letters and the corresponding trumps.
