      The Neophyte A.'.A.'. (for example) experiences all three strongly and, to some extent, works all three. But the only one truly "open" is Tav, because the accessible next stage within is Y'sod.

      In general, though, which is "felt" more - which is what I take from your question of which "that person will experience most" - depends on the elemental balance in the individual's current character composition. One would expect them to feel either the element that is strongest in them, or the one that is least developed.
