    In verse 30 the "servant" is instructed, the Ruach, is spoken to often by higher faculties. The "multitude of men" that are experiencing anguish I take as "They" in this verse 37. They, experiencing discontent, look to the one linked to the higher faculties and ask for a savior. I gather the servant won't be able to help them as they are experiencing exactly what is needed at their time. Their ordeal is another plank on the ship sailing through eternity and to ecstatic joy. It is a necessary component in the scope of the infinite no matter how seemingly "bad" it is. So a bit of a continuance from the previous verse.

    We look to our higher self to save us at some points of despair. We must stand up, recognize our situation as occurring exactly as needed, and get on with moving through our lives aligning ourselves to the flowing stream of life that we may experience joy and peace. That's what I can gather anyway.
