how does the physical weather effect the elemental tides of the day? For example, lets say during noon on sunday, the elemental day & hour of fire, it is raining. Would water trump fire?

It's a separate factor, and doesn't affect the Tattwa cycle per se.

I'm in the process of trying to consecrate some elemental tools. Unfortunately, I absolutely cannot work it so that I can preform the rites during the proper elemental day AND the elemental hour.

In the meantime until my mundane life schedule will allow, what would be more effective? To pick any hour of the appropriate elemental day - or to pick the correct elemental hour of a random day?

How do the elemental tides affect us in the context of a season vs day vs hour?

    Thanks!

These are all factors. They show different things.

For example, the day of the week is primarily planetary (and only elemental in the sense that each planet can be rendered in terms of an element). The seasons are the longest periods and have the broadest general implications.

Get an ephemeris and learn how to use it. You'll find that our friends Sol and Luna provide ample indication when one is unsure whether to consecrate, ambulate, copulate, or what have you.

Also recommended are a mirror, nose plugs, and a tiny comb.
