The elemental hierarchies (i.e., actual forces operative in nature) are not beholden to a particular set of tools for accessing subsets of them, any more than solar rays are beholden to the numbers printed on a thermometer.
So the elemental archangels are, themselves, not beholden to the elemental tablets. Additionally, the archangelic names have been used historically (and, for that matter, currently) for activating the tablets, as approach which deems the watchtowers responsive to the Divine and archangelic names of the respective elements.
OTOH, the tablet names include Atziluthic, Briatic, and Yetziratic names. That is, the Seniors (being Briatic) are of the same level of being as the archangels, though more particular in their natures.

I said the opposite. The traditional elemental hierarchies have been used to open the tablets (primarily the Divine and Archangelic names) - for example, Elohim Tzabaoth and Gabriel for the Water tablet. (See the G.D. ritual openings for examples.)
But, within the context of the tablets, there are entirely different hierarchies distinctive to the tablets.

One might almost consider the Enochian tablets to be the "personal magical tools" of (not necessarily elemental) Enochian-universe beings. Imagine if we passed (say) our personal wand, cup, dagger, and disk through to a lesser plane (each charged with our own most hard-won names related to the elements) - I think the comparison holds up pretty well.
