There are two points of view. One is to treat it entirely as Saturn - That would be especially true if you wanted the Saturn theme foremost in the sign idea. The other... you continue...

Essentially, yes. (Unless you have reason to use the other form above.)
The one problem here is that, for the zodiac, the number and levels of angels (the population of Yetzirah) is huge and complex. In practice, that needs to be simplified.
For Aquarius on this "use its own hierarchy" model, to the level of Assiah, I would use the following:
ATZILUTH: Heh Yod Vav Heh
BRIAH: Kambriel
YETZIRAH: Ansoel (Col. 412)
ASSIAH: Dali
There is no reason to use the other Yetziratic powers unless you have a specific need for them directly. For example
Lesser Assistant Angel (Col. 413) is probably only useful as bridging to others beneath it.
Ditto for Angel Lords of Triplicities (Col. 414)
Angels of Decanates & Pentades (Cols. 418-424) are only relevant if you are addressing a sub-portion of the sign.
